trouble with startup

i don't know what happen--it worked fine last week.
now when i turn on the computer, the screen shows the OSD master
picture only. i have pressed the OSD button on the monitor but still
cannot move forward.
the Fh: KHZ and Fh: HZ do not show resolution or frequency.
is the trouble my monitor or windows?
i cannot open the CD drive to restore.
any advise? desperate!
 
Are you able to boot into Safe mode? Or are you getting an error before
windows actually boots up?

If it's the latter, your monitor or graphic card might be having some
issues. I suggest that you try swapping monitor and see if this fixes the
problem.

Is your computer actually starting up at all?

When you turn it on do you hear any sounds? You should be able to
hear the fans and the hard drive, and most computers give one short
beep a few seconds after they are turned on, indicating that the Power
On Self Test was completed okay.

Also there should be some lights showing on the front of the computer
itself - most computers have at least 2 LEDs, one of which is the
power on indicator (it should be on all the time) and the other being
the hard drive access indicator which should be flickering on and off
as the computer starts up and loads information from the hard drive.

If none of this is happening then it would appear that something has
failed or become unplugged, and that is preventing the computer from
even attempting to start up. It may be time to take it to a computer
repair shop.
