Transfering Programs and Files from Hard Drive to XP OS

After serveral failed attempts to upgrade from 98 SE to XP Pro, I finally
had to accomplish a 'clean install' of XP.

All of my previous Programs and Files still remain on my harddrive. (98 SE
was totally erased). How do I transfer these Programs and Files to my
harddrive on XP Pro?
 
Are you talking about two separate HDs, or is everything on one?
Programs, for the most part, cannot be transferred, they must be reinstalled.
Files can just be copied or moved to the appropriate location, e.g., My
Docs, Program Files, etc.

Your second paragraph above is very confusing. You say your
Programs and Files still remain on your drive.but 98 SE was
totally erased. How did you "erase" 98? If you had a single
drive/partition and you formatted it, all your programs and files
are gone along with Windows 98.

*If* your data files remain somewhere, you can get them back.
However the programs need to be completely reinstalled. Program
installations (except for a very rare trivial program) all have
references all over the drive (in the registry and elsewhere).
When you got rid of Windows 98, you got rid of those references
and the programs won't work without them.
