Tracking Tab - Outlook Sent Items

I have "Read receipt requested" set on as a default.

When sending an E-Mail, the Tracking Tab does not always display. When does
it display and when does it NOT display?

It displays only when information, such as a read receipt, has arrived and been processed that Outlook can add to the information.
