toolbars moving around by themselves?

Has anyone had a problem with the toolbars moving around
by themselves? Everytime I open up IE 6.0 the toolbars
are in different arrangements. sometimes the standard
buttons are not there and sometimes they are stuffed in
the corner on the left with the address bar taking up the
entire line. Other times the address bar is completely
gone. I check up in View and the toolbars are locked and
the correct toolbars are checked, but may not even be
there. I have not done any custom changes to the
toolbars - they are set to where they were origionally.
Any suggestions?
