tech help! ?? missing file mmvcp.dll ? anyone ?

Hi any one know what the file mmvcp70.dll is for? it is
missing, probably accidental delete. how can i restore,
not in recyle bin. what program is it for?? when i start
up it gives me an error that the file is missing... thx,
