Taskbar Customize Notifications - Move Past into Current

How can I move a Part Item to the Current Items so it
shows in the Taskbar. Somehow the icon for accessing my
Dual Monitor options is being treated as a part item.
What causes something to be moved to the Past Items?
I.e., will this happen again?

The item is currently not active, therefore it is listed as a "Past
item". Sometimes those icons appear differently for Windows so that an
item may be listed in both sections.
