So are you logging under a domain? If so, it is possible that a policy
gets pushed to your host that blocks the availability of the New Task
entry under the File menu.

Talk to your IT folks regarding why they don't want their users
accessing the Run or New Task menus. Do you have a Start -> Run menu?

http://support.microsoft.com/kb/292504

Just like there are policies to disable the Run item in the Start menu,
there may be policies (registry settings pushed to your domain-connected
host) that restrict you from having a File -> New Task menu. In fact,
under a domain login, they could decide that you don't even get to use
the Task Manager. Using the group policy editor (gpedit.msc), look
under the User Configuration -> Administrative Templates -> Start Menu
and Taskbar node. See if the "Remove Run menu from Start menu" option
is enabled.

It is also possible the Task Manager got replaced or substituted by
malware, your employer, or by a user with a limited version.

That's why I already asked if the OP even saw the menu bar. Since he
can see the menu bar, the problem is not with Task Manager running in
its minimal window view mode.
