Task bar is missing even in Safe Mode

After uninstalling SP2, task bar is missing both in Safe mode and Normal
mode. Cannot open desktop icon like My computer. System Restore is not
missing

I know this is going to sound like an obvious question, but are you sure it
hasn't been dragged all the way to the bottom or right/left side of the
screen. Look very closely for a thin gray line on all sides of the desktop.
If you see it you can drag it out to show the contents.
