Target Designer hangs during build

PROBLEM SUMMARY:
Target Designer build tool fails under ClearCase (Rational)
source control when the build destination is a ClearCase view.

the failure is a complete hang of the build machine.
the destination is \vob\3gsm\nt.embedded-i386.
my view is

i tested the tools with an ordinary network drive as the destination
and that works ok. the build to a view does appear to be able to
write directories and zero length files:

X:\3gsm\nt.embedded-i386>dir /s

here are the permissions, I added Full Control to everyone
and wrote a text file to the \3gsm\nt.embedded-i386 directory,
and I even tried setting the destination to another location
in the view.
