System Restore rstrui.exe not found serious problem

When i try and run system restore in normal or safe mode i get the error
''Windows cannot find 'C:\Windows\system32\Restore\rstrui.exe''
I go to the files location and it clearly exists, but i get the same error when i double click directly on the exe file itself.
The reason i want to use system restore is that i get this error for all programs, except IE that i know of. I have tried going to sr.inf, right clicking>Install, and after retrieving many missing files for the installation from another winxp computer (same size files) it still has the same problem.
Does anyone have any solutions to get system restore working again?

Hi there,

The problem could be with the EXE file assocation. IE is not launched with a
exe file basically it's all DLL files. You may download and apply the .exe
file association fix from here:

I had the same problem. Installed service pack 1 and it was cured
