Subst drive for the system account?

In Win2k drive letters mapped with the subst command were visible to
all users. Now they are only visible to the user that creates them. Is
there any way to automatically map drive letters using subst at
startup that are visible to the system account?
 
Be careful with the SUBST command in WindowsXP, it will interfere with the
recycle bin. Symptoms are, open the recycle bin and you see the deleted
files for a second and then they disappear.
