Stuck outlook email

I attached a 12MB file which is apparently too big for my service to handle.
The email has been stuck in my outbox for 3 days. I'm trying to delete but
it tells me it's in the process of sending and I can't get rid of it. I've
tried all delete and clear commands, closed the program and re-booted the
computer but nothing has worked so far.
