Structural Errors

I ran DiskFixer on my C: drive and it went through several hours of
testing and possibly repairing and when done, said there were no
errors... Then I ran JetDefrag and after it did it's work, it told me
that there are "structural errors" on my hard drive and that I need to
run DiskFixer to correct this... but if I ran DiskFixer to fix the
errors, why didn't it find and repair this before?
What are "structural errors"?
