strange toolbar

I have this toolbar that runs down the left side of my
screen. It says "other places" and "details". I think it
has something to do with the control panel. Anyway,I cant
figure out for the life of me how to remove it. I have
tried EVERYTHING. My icons are also froze on my
desktop.If anyone has any suggestions on how to fix these
problems, I would appreciate it :)
 
Click Start | Run | type "regsvr32 /i shell32". Restart Windows.

In the Registry at
HKEY_CLASSES_ROOT\CLSID\{00021400-0000-0000-C000-000000000046}\shellex\ExtShellFolderViews\{5984FFE0-28D4-11CF-AE66-08002B2E1262}\PersistMoniker
make sure that the value data is
file://%userappdata%\Microsoft\Internet Explorer\Desktop.htt
