Still can't publish

But my other website, that is fully functional, is hosted by the same ISP.
I still don;t understand why there is a local website URL in my Network
Places for the other website, but not my troublesome one. I keep assuming
that this is part of the problem and that the remote website is corrupted
because I can;t publish to it to rectify things.
What is this local website - is it a network place, or is it a Registry
entry, or a virtual reflection of the remote website that displays once my
broadband has connected - or what?
