Win98 and WinXp have MSCONFIG, but Win2k does not... be VERY
CAREFUL what you disable, or your computer may not run at all
This program does that http://www.mlin.net/StartupCPL.shtml

Are there any other options?

There are a number of other options, including MSconfig from Windows XP
and Autoruns <http://www.sysinternals.com/ntw2k/freeware/autoruns.shtml>.
I wonder though, how you established that there are too many programs
running at startup and how many that is. Windows normally has a lot of
tasks runnin, and most of them are necessary. Task Manager currently shows
41 processes running on my system. Subtracting one for Task Manager
itself and four for the applications I currently have open leaves 36, most
of which are either essential to Window's operation or are performing
functions that I want performed.

You have an awful lot wanting performed because you can start the pc
with about 12 or less processes.

Perhaps you can, but what's the point? Forty processes running really
isn't a lot, and so far as I know, I'm using everything that's in there.
There may be one or two non-essential Windows processes running but
they're not giving me any problem and until they do, it's not worth the
effort to identify and stop them.
