Standby and Firewall question with broadband modem

I was told by a broadband internet installer that when the computer
is in standby, y'all should turn the highspeed modem off because the
windows XP firewall is not effective.
I would like someone to validate this statement.
If true, is the antivirus also not effective in standby (Norton, as an
example)?

Nothing is happening when your system is in standby (suspend to ram) and
certainly not while hibernating (suspend to disk).

You may do whatever you wish with the modem while the PC is in standby
mode - it's a "box o' rocks" until y'all wake it up...
:)

Logged off, nothing is running which can cause you trouble, and
Fast-Switched everything is still running anyway. All good.

If the machine is truly in standby nothing from the link can get in. As
soon as you come back, the Firewall will be active

What may however be true is that the drivers supplied for this modem
dont't like waking up from standby , but he would not like to say that
