SP2 onto a Tablet PC (Input Panel)

I have installed service pack 2 onto my tablet pc and one
of the new additions is the ability to use the Tablet PC
Input Panel which should appear whenever I am about to
enter text into something.
This is not appearing.
When I open up the onscreen keyboard there are three
buttons down the left hand side and it looks as if I
should be able to switch between keyboard, writing or
individual letters but only the keyboard icon is active.

Anyone know how to switch on this Tablet PC Input Panel?
