SP2 failed install due to cryptographic service error?

I have two computers (with 2 different and legitimate
copies of XP). I installed SP2 on one computer with no
problems. On the other it failed halfway through and I
went back to a restore point. I dont remember the
original error but the code was 8007F01E I think some
file failed to install. Anyway, I have tried to install
again but now I get a 'cannot validate the update.inf
file, ensure the cryptographic service is running'

Cryptographic service is running as is the new Bits that
I had to download. I cant seem to modify the temp folder
that windows put the downloaded files in due to some kind
of lock on the folder. The download page sees the old but
inoperable files and wont overwrite them. The only option
I see is to try to get the CD copy and try to install
that. Am I missing another solution? What are the chances
that the CD version will work when the download has not
to this point?
