some toolbar options for rotating photos in word don't work

need to rotate photos in word program. All drawing toolbar options greyed
out and can't use. Followed directions, reset toolbars, even reinstalled
office, still won't work.
 
Your photos are probably set t o "Inline with Text".

Change them to one of the other options under "Layout" (which ever one you
want) and see if you then have the handles.
