Slow download speed

I have XP Home and OE6, and on cable broadband.
My surfing of the Net is OK in terms of downloading web pages for viewing.
Downloads into OE Inbox are also OK. But when I try to download programs or
utilities etc, to save, its quite a slow speed. It starts at 20KB/sec and
keeps going down and down to around 5KB/sec or even lower - way below even
dial-up speeds. I used to get speeds of around 100KB/sec some time back.
Anything I can do about it?

Check out this page: www.dslreports.com
Click on the Tools link on the left of the page and take the free speed
test. There are other tests you can take to get an idea of what is going on
with your connection. Scan for malware on your system. Contact your ISP
and they may be able to help you troubleshoot the connection.
