Service not created in Services Control panel

I am currently running a Windows XP SP1 machine with all applicable updates.
I attempt to install a program on my system it fails to create an entry in
the Services Control Panel, which it is supposed to do. My question's to all
of you is, is there possibly something I could look at that would tell me why
this service was not created? Or is there something on the system that would
prevent the creation of the service?

Software or 3rd party software generally does not create anything in Control Panel

If you would tell us the "name" of the program, someone "may" be able
help/guide you more precisely.

As a general rule, you need to have "administrative" type access in order to
create services. Limited user account "may" fail to create the service,
especially if hte program was originally designed for "older" Windows
versions.

Exceptions being Sun Java, QuickTime, Adobe Gamma, Intel Graphics
and many Sound Card support applets.

When I stated the "Services Control Panel" I should have stated the Services
snap in that can be accessed by selecting the following control panel -->
services. The name of the software package is Datastage TX from IBM and I
have Administrative access on the machine.
