send/receive not work automatically in OL 2002

I'm new to Outlook 2002 after having used Netscape 7.1. I cannot receive
email automatically. I have to click the Send/Receive Button to get new
messages and that does work. In Netscape the messages are downloaded
automatically and I also tried Outlook Express, which downloaded
automatically too, but this is not happening in Outlook. I'm stymied.

I have DSL. Account type is POP/SMTP

I've gone to Tools> Options> Mail Setup> Send/Receive> Setting for Group
"All Accounts"> When Outlook is Online > Schedule an automatic
send/receive every 7 minutes (I've tried more and less minutes, but
none of them worked).

I called my ISP (Earthlink) and they had me go into Tools, Options (see
above)which I had already done.

I don't know if this info has any relevance, but here it is. When I go
to Control Panel> Network Connections> I have Broadband which shows my
user name as Connected/ Firewalled. I also have Local Area Connection
(LAN) which shows as enabled.

What else do I need to do? What other information do I need to give to
get some help? Any help would be much appreciated. Thanks much!
 
It is difficult to determine why automatic polling is failing when you do
not post your mail account type, connection type and polling settings. If
automatic polling once worked and now fails, you also need to examine what
changes were made to your setup before automatic polling stopped working.

In general, here are the reasons automatic polling might fail in Outlook:
1. You have created an unrealistic polling interval. Many users set their
polling interval to 1 minute thinking they will be downloading mail
continuously as it arrives. Such settings are not recommended. They put an
unnecessary strain on mail servers and can create conflicting polling
requests that can damage your Send/Receive Group or even your account
settings. 10 minutes is the recommended minimum.
2. While exiting Outlook, you inadvertently set your profile to Work Offline
(this option is immediately above the Exit command in the File menu).
3. You have a damaged Send/Receive Group as documented here:

4. You have overridden your Send/Receive Group settings as documented here:

5. Your mail account settings are corrupt. Recreate your mail account from
scratch.

temporarily to see if automatic polling is restored.
 
Thank you, Russ. Oh, my, I feel like an idiot because this was so easy.
I had only tackled this through Options on the Tools menu and had never
seen the Send/Receive Settings choice at the top of the Tools menu.

Of course, the Disable scheduled Send/Receive had a checkmark in it.
Duh!!!!!! And, of course, once I took the checkmark out, it works like
a charm.

I have been having the same issue for a year. I just clicked off "working offline" (I do not know how it got clicked to begin with) and wrote and clicked "Send" (without clicking ("Send and Receive") and the message was sent. More importantly, the two earlier test messages I tried to "sed" and had been sitting in the Outbox were also sent without clicking "Send and Receive".
