Send Mail from WAB file not opening Outlook

When trying to send mail from a WAB file, I can select the addresses, choose
Action, Send Mail, but my Outlook 2003 doesn't open a blank message. It has
in the past and fills the to field with the addresses. It does no longer. Any
suggestions?
 
Outlook does not and never has used a WAB file. Create a more accurate post.
