Self-setting "Software restriction policies" ?

Hi,
I use OE 5.0 for my email on XP Professional, when
yesterday it had a box come up saying,

"Windows cannot open this program because it has been
prevented by a software restriction policy. For more
information, open Event Viewer or contact your system
administrator."

Although system settings can be altered on it when I'm on
my work's network, they say they have no knowledge of the
alteration and the "Event viewer" shows no evidence of
activity- it seems to be a "phantom" setting.

I tried to uninstall IE 6.0 and OE 5.0 to do a "Fresh"
install, but alas, since of its integration with XP I
cannot.
I tried deleting entries in Regedit of anything
associated with OE that I thought wouldn't damage
anything (which it hasn't) to install again, downloaded
the IE installer, which then said that newer version was
installed so I got the newest security update, but I just
get the same message.

My login has full Admin rights to everything, including
security settings, and there are none restricting me from
security panel, which says that no programs are
restricted.

Please help.
 
Windows XP cannot use "OE 5.0". You need to use "OE 6.0" which
is standard with Windows XP. Sounds like your system is now corrupt
and you should perform a "Repair Install".
