Screensaver trouble

I have windows xp home edition and recently my none of my
screensavers work. they do show up if i preview them but
they will never come on, even if i have the time limit
only set for 1 minute. does anyone have any advise on
how to fix this.
ps. i'm not dumb, i am not moving the mouse

The screensaver settings should be set the same for all
users. If one user has it turned off it will not work.
Screensavers are not really required as savers as the
monitors now rarely get burn in. I suggest using the turn
off monitor option to increase it's life.
