How can I setup a default screen saver to all client computer on my network and lock it down so it can not be changed and it will be automatic for every user logging on the computer

What is the environment in your network?

If you are using Windows 2000 or Windows 2003 AD (Recommended) you could use
group policies to configure and set the required options.

Check the Microsoft knowledge base at http://support.microsoft.com for help
on group policies.
