Rules and MS SyncToy

I am using MS SyncToy to keep my .pst file synchronized on my laptop and
desktop system. I have the same rules on each machine for sorting, but it
looks like the rules are stored in the .pst file.

When the file is synchronized (in either direction) the rules no longer
function. They appear to be dependent on the machine on which they were
created. How do I make them independent of the machine? The rule is created
that way initially, but when synchronized it comes up in the list as "other
machine" -- I'm using Outlook 2003.

You can't. You'll have to create "duplicate" rules for that.
