Rogue file

I recently downloaded a secure program. Subsequent
problems made me decide to get rid of it. It left a file
which cannot be deleted. EGCOMLIB_1034.dll. Notons cannot
do it, Windows won't do it and C> delete function says
the file does not exist. It goes to windows\system32\file
area. Who can help?

easy enough. kill everything using taskmanager, including
explorer. kill absolutely every process that it will let
you. start a new task, cmd. navigate using dos and
delete it or go

cd \
del /s filename.ext

if this does not work, you have a service.
go to services and sort by what is started (control panel
stuff). find and kill it. deletet the file.
