Restoring C$ systemroot share

When one my users logs into her XP Pro computer, there is no C$ share.
However, if I login as Administrator, I do see the share. I know she did
"something" (but cannot tell me what!) to disable another normal share on
her C: drive.

How do I ensure that the C$ share is always present when a user logs in?

Any $ shares are for Administrators only!

Also, she should not need to have a C$ since she should be able to access
the C: directly.

I AM the Administrator!

I need the share to be there so that I can push patches to that machine
using HFNetChk Pro. All was well until she somehow managed to delete it.
Now I need to get it back. Rebooting the machine doesn't help.

How about doing a System Restore to before your user did whatever she
did?
