Restart button just turns off power.

My Restart button hasn't worked since I started using XP. It just turns
off the power the same as the Turn Off button.

I have found and been given many references here that dealt with all kinds
of shutdown problems, but none apply to my Restart problem.

My problem is that the Restart button just shuts off the power. It doesn't
restart the computer.

Does anyone have an idea re possible causes and solutions for that specific
problem?

Did you go to your computer manufacturer's web site and see if there were
any updates that needed to be done on your computer BEFORE you installed XP?
