Regional and Language Options not Present in Control Panel

I have a fully functional XP Embedded Build except for the fact that
our oversea users cannot set local keyboard , time format , currency
etc as the "Regional and Language Options" in the Control Panel is
not present.

Everything seems to be present ie Add/Remove Hardware etc.

In out Target Design we have included "Regional and Language Options"
and all the settings are set to "English - United Kingdom"

Non SP2 build

Are we missing something else ?

You're probably thinking of the "International Control Panel" component.
