Well first Access does not have rows, it has records
Sorry to say that there is no way I know of to recover deleted records,
but maybe someone will since they are actually still there until you do a
compact of the database.

Actually the terms Records and Rows are synonymous.
In general table structures are described in terms of Fields and Records or
Columns and Rows or (slightly more esoteric) Relations and Tuples
