Receiving emails, but can't send them

I have outlook express 6 and windows 2000 professional. I have 3 internet
providers, Juno, AOL and MSN. I can receive emails, but when I try to send
them on Juno or MSN they just stay in the outbox with an error message
0x800ccc0f. If I try to send them with AOL, they ill sometimes go and
sometimes not. If they do, I sometimes get a message that AOL thought they
were spam and did not deliver them. Any help will be really appreciated.

Try blowing away the Outlook profile (write down all the settings first) then
recreate the profile
 
How are you connecting to the Internet? Often, you'll only be able to send
through the servers of the ISP that's providing your Internet connection.
