Reboot Selected - get only shutdown

My P4 will not reboot after that option is selected from
the Start menu. Instead of re-booting, the computer
shuts down. Is there anything I can do to fix this? If
installation software tries to reboot the P4 the result
is always a full shutdown, never a reboot.

I tried the same "Reboot" selection after starting up in
Safe Mode. The "Reboot" menu selection works properly
when Windows XP Pro is in Safe Mode.
