Really getting tired of reinstalling XP for MSOE.dll error

Is there any REAL fix for the MSOE.dll error that stops you from launching
Outlook Express?

For the past 3 weeks I keep getting the error about MSOE.dll could not be
launched.

I have reinstalled XP home edition at least 8 times to temporary fix this
issue.

Once it is fixed it will work for a day or 2 and it breaks again.

I have update McAfee and ran a scan and no viruses are found.

I am running OE 6.00.2800.1106

PLEASE help!

1. There's nothing wrong with Windows (other than the below). The problem
is corruption in your OE Identity's store. See these pages, in order:

Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

Disable Background Compacting and frequently perform a manual compact of all
OE folders while "working offline". More at
http://insideoe.tomsterdam.com/files/maintain.htm.

Your anti-virus application's email scanning feature can also cause such
corruption. Disable it. It provides no additional protection.

2. You are running a very outdated and much less-secure version of OE, IE
and Windows. Please check in at Windows Update ASAP for the patches and
updates you need.
