raise/lower windows hotkey

Does anyone know of a utility or registry hack to add a "raise window"
/ "lower window" function to XP?

Specifically, I want to match the behavior I get in
unix/linux/XWindows, where I can map a hotkey to these functions, and
cycle through a set of overlapping windows very quickly. It's an
awesome way to make the most of limited screenspace (like on a laptop),
and/or run applications that have many component windows (Maya, for
one).

And no, Alt-TAB is not the same thing.
