.pst restored to new installation

I have made backups of Outlook as .pst files. I've tried using Import/pst.
but get error message 'you do not have access rights or something..'
What is the correct procedure for restoring pst files?

You may have to seize ownership of this file. Click Start / Help,
then search for "ownership" to see how it's done.
