"Program too big to fit in memorry"

"Program is too big to fit in memory"
This is the newest problem I have had with XP Pro. It
comes up when I try to run an installer or smaller
program but doesnt when I run larger ones, such as games.
Basically it comes up randomly. I formatted and
reinstalled windows and it came up right away when I
tried to run an installer. Any ideas?? Please let me know
asap since I need my comp to work for college work
