problem with running any .exe program

When I bring up my computer, I cannot open any exe file.
I don't know that much about computers, but I think that
I either have a virus or may have deleted something
important...... I tried to the system restore, but it
says that windows cannot open this file (rundll32.exe)
please someone help me.
