Problem enabling cookies

My brother-in-law has a Win XP Home computer which has logons for each
member of the family. Recently he decided to clean it up and among other
things deleted all of his temporary internet files and cookies.

Since then, when he tries to log onto his bank account it says that cookies
have been disabled and he needs to allow them before he can use the bank web
page. We tried every possibly way to enable the cookies under all of the
Tools, Internet options, but nothing would let him onto the bank web page.
We lowered his security to the lowest (and put it back when that didn't
work). If another family member logs on, then he goes to the bank web site,
he can get to it with no problems.

Where are all of the places someone would need to look to find out where
cookies are being disabled?

I assume that initially you have set up access to your bank account using a
special procedure supplied by your bank.
Some cookies were installed at that particular moment and are checked every
time you want to logon.
By deleting them, all disappeared.
So re-run the installation procedure again( probably you will have to
request a new logonid/pw?)
Unless you have a backup of the initial installation on a floppy and can
restore part of this?
