Pri HDD Error

Can I recover from this? This all started with error - windows will not
start missing or corrupt file hal.dll. Tried Recovery Console USING EXPAND
d:ETC... c:ETC... "ACCESS IS DENIED" No where does it ever ask me for a
password. I tried Attrib...,Del...bootcfg /rebuild. I either get parameters
are not right or this is not a recognized command even though it is on the
help list. I ran chkdks. Went to 75% after running all night. Found one or
more errors that could not recover. Wanted to try a repair install but can
not get past the Lisense aggreement page seems the F8 button does not work.
It probably is a bios error which I know nothing about. This is a computer
for a small business running Windows XP Pro with SP2. If I can't recover,
can I at least recover my data? If anybody can help, I need step by step
instructions. Can I cry now?

If chkdsk /r fails, it's not likely the drive can be fixed. My last shot is
freezing the drive for a last chance at data recovery.

Sometimes you manually have to activate the F-keys for some keybords. When
restarding the comp press F Lock on your (microsoft) keyboard then press F8
