Can anyone point me to a KB article or something that will
tell me the differences in rights between a Windows 2000
power user and Windows XP power user?
 
there is no difference. a power user has full control of the local machine they are using. but not full control of any remote machine like an admin would

There are some limitations for a power user compared to an administrator, e.g.:

Power Users do not have permission to add themselves to the Administrators
group. Power Users do not have access to the data of other users on an NTFS
volume, unless those users grant them permission.
