Pop-up window was blocked

On occasion, i get a message along the bottom taskbar
saying that a pop-up window was blocked.

What's strange is that it doesn't always happen -- some
pop-ups work fine.

What's annoying is that I want these pop-ups, they come
from Java mostly. It came on all of a sudden, without my
having changed any settings.....

I have checked my internet protection and my security --
how do I get these windows to open?

Does your anti-virus or firewall have an option to block popups?
