Poor Graphic Quality when online!

Every time I sign on the internet, whether I am using Juno or IE6, the graphic quality is horrible! I can view images from the local drive clearly, but if I were to upload the same graphic to the internet, the image would appear blurry and grainy. If I right click on the image, I have two additional options: "Display All Images with Full Quality" or "Display Image with Full Quality". If I select one of those, the image then loads in full quality. I want it to load in full quality without me having to manually do it.

This has just been happening lately, and I don't believe anything was changed to make the images appear this way.

Any help would be greatly appreciated!
 
if juno is your isp, then it's their problem in their
program for your internet access. try reloading it
