Picture preview non-functional in Desktop folder

I use the program

rundll32.exe C:\WINDOWS\system32\shimgvw.dll,ImageView_Fullscreen %1

for picture preview. It works in all folders except in the Desktop folder -
c:\documents and settings\user name\desktop. When the same desktop folder
pictures are moved to another folder, they are possible to preview there.

What is this?

Try to explain this, those who can.

Make a short cut for the desktop folder for the current user, i.e.
c:\documents and settings\user name\desktop. Put the short cut in the desktop
folder. Change the short cut icon to the ordinary desktop icon. Now, try to
preview a picture in this desktop folder using rundll32.exe
C:\WINDOWS\system32\shimgvw.dll,ImageView_Fullscreen %1.

How is this possible?
