pc wont boot past post screen

Hi, I've just put a Asus p4v8x-x motherboard into a friends pc 2.4 celern cpu
pc2100 ram. (only the mo/bo is new) I try to boot up and it runs a memory
test the logo screen then it restarts itself. . on the second try it goes to
select what option you want because windows didnt load up..ie. safe mode
,normal mode, command prompt etc...it then also reboots .
Does anyone know what I am doing wrong.
How can i make it load the hard drive .
