"Page could not be displayed" errors after "cleaning" IE

My daughters XP machine acquired a vicious toolbar addition to IE that we
could not get rid of. Finally ran ToolBarCop, followed by SpyBot and that
seemed to get rid of it. But now, every time she trys to navigate to a page,
she gets a "Page could not be displayed" error. Any suggestions?

[If you have suddenly lost your Internet connection after removing spy-ware
(such as NewDotNet, and Commonname) the following steps will help restore

I tried to download WinsockFix.zip, but I don't know what "by:
Option^Explicit" means and I kept getting to a "Page not Found" on Shaw
Webspace. Can I get it anywhere else?
