Outlook Today - Personalize

I have Outlook 2000 on my laptop. I cannot personalize the Outlook Today page.
On the Outlook Today page, there is a link titled "Personalize Outlook
Today." It allows the user to change the color scheme ('winter', 'summer',
etc.) and set-up of the Outlook Today page. When I attempt to click on the
link, nothing happens.
How do I fix the link so I can personalize Outlook Today??
