Outlook all my items are inactive all I can do is look at mails

New, Reply, Reply to Al,l Forward and Search are all un-high-lighted.
Excel Word all can not be access

Every time I go to activate product nothing happens. I've tried removing
outlook from my computer then reloaded it but still no luck. Any Ideas?
